Somalia begins registration of political associations, key step for direct elections

Somalia on Monday, January 20, began the process of registering new political associations ahead of direct national elections planned for next yeat.

    Background: The country has not held nationwide one-person, one-vote elections since the military overthrew a civilian-led government in 1969.

    It has had a complex political landscape since, using a clan-based arrangement in which the country’s major clans and sub-clans are allocated parliamentary seats through a “4.5” system.

    In 2024, president Hassan Sheikh Mohamud committed to moving the nation towards one-person, one-vote elections by the end of next year to enhance political legitimacy and public trust in the government.

    The plan, though opposed by some political stakeholders, is seen as critical for fostering national unity and addressing longstanding grievances related to clan-based politics.

    In August, the cabinet unanimously approved the Political Associations and Parties Bill and the National Electoral Bill, which cover election-related matters.

    The government says the two pieces of legislation are aimed at empowering citizens to elect their representatives directly, promoting greater participation and strengthening the electoral process in the country.
